What the rules allow in NSW

Under clause 77 of the NSW moveable dwellings regulation, a caravan or moveable dwelling can be used for permanent living on land connected with the owner’s home, as long as the person living in it is a member of the owner’s household. A parent living in a tiny home on your property fits that description.
Because the home is registrable and moveable rather than fixed to the ground, it generally sits outside the development application process that applies to a built granny flat.
